Dr. Archana Sinha

Dr. Archana Sinha is a member of Higher Judicial Services and erudite scholar of theory, practice, policy and procedure having attained academic excellence in science, art and management in the field of public domain.

Born in Bulandshehar District of Western Uttar Pradesh, she was brought and nourished in the atmosphere of Delhi and had completed her schooling from L.D. Jain School, Sadar Bazar, Delhi and topped throughout, thereafter, for graduation and post-graduation, she had joined Miranda House College of Delhi University and completed her academics in the field of Mathematics with excellence.

Her academic pursuits gave her a thought provoking insight to discriminate in the real and illusionary substances to administer the justice in the public interest.

Her academic scholarship interest can be gazed from her academic qualifications. Her academic achievements are that after having completing her postgraduation in Mathematics she switched over to her professional career in the series of legal field. She harnessed her legal skills and achieved degrees of LL.B. & LL.M and thereafter an award of Ph.D. in Constitutional Law from Faculty of Law, Delhi University.

To obtain administrative skills she achieved a Master’s degree in Business Administration in Finance & Banking obtaining 85.25 CPI, the highest, from GGSIP University, Delhi, in the academic session of 2008-2010, during her tenure as Judicial Officer.

The translation of her theoretical knowledge is embedded with her practical workshop of working and presiding over a chair of justice at different levels of District Courts.

She has also ordained the chair of Secretary, Delhi Legal Aid Services Authority, Delhi, in 1996, when DLSA was having only one Secretary for all over Delhi and she had pursued for creating the Offices of Secretaries, District-wise to enhance the wings of DLSA for better contribution of DLSA for access of it to poor people and was successful in her efforts.

She is not only a visionary and missionary but a good strategist which is reflected in her authorship of two books on Constitutional Crises and Democratic Principles through her literary research work she paved a way to resolve a dichotomy of Hung Legislatures within the frames of Indian Constitution by giving an insight through the prism of working experiences of five Constitutions of the world.

Her first Book titled as ‘The Crises of a Hung Parliament’ was published in 1999 by Vikas Publishing House Pvt. Ltd. Her first book was released by His Excellency, the President of India, and was formally presented at the official residence of Sh.Krishan Kant, the Vice President of India. The Book was reviewed by the former Chief Minister and the then Union Railway Minister Shri Dig Vijay Singh and the review was published in the Journal of Indian Parliament.

She was placed in the list of Resource Persons/Lecturer for Bureau of Parliament Studies & Training (BPST), a body that is established to enhance the skills and training to the parliamentarians.

She is chosen by the UPSC on the Panel of Experts in legal field.

Her second book titled as “The Hung Legislature: A Global Prospect” is published by Taxman Publications and is a comparative survey of the five Constitutions of the World and is a sincere effort to find viable solutions within the frames of the Constitution for resolving the impasse of Hung Legislatures in India.

She was nominated for the National Award namely Rajiv Gandhi National Integration Award in 2000. She is also a recipient of Netaji Subhash Chand Award in 1999.

She has also written a number of Articles on different aspects on the subject of Criminology & the Constitution which have been published in Delhi Law Review, Vidhi Bharti & Human Rights.

She was committed to serve in the field of Environment and she was blessed with the opportunities by her appointment and nomination as Registrar, National Green Tribunal by Hon’ble High Court of Delhi. She has served there during the tenure of 18.07.2012 to 10.12.2013.

As First Registrar of the National Green Tribunal, she had carried the pious work of establishing the Zonal Benches of Chennai (Southern), Bhopal (Central) and Pune (Western) under the leadership of Hon’ble Mr. Justice Swatantra Kumar, the Chairperson of National Green Tribunal.

On repatriation to parent Cadre to Delhi District Courts, she was assigned to various jurisdictions of civil/criminal/special cases.

She was posted as Additional District Judge (Civil Side) in Central District at Tis Hazari Courts at Delhi and has looked after the assignment of civil litigation, matters relating to Land Acquisition Act, Probate of WILL and cases for Intellectual Property Rights & Trademarks Act, during the period of 2014 to 2016.

Then, she was posted as Additional Sessions Judge (Criminal Side) in Outer District at Rohini Courts at Delhi as Special Judge in a specially designated Court under SC/ST Act apart from the general jurisdiction under Indian Penal Code relating to cases of Murder etc., during the period of 2016 to 2017.

Now, she is posted as Special Judge in the Special Court established under POCSO Act since November, 2017 till date and committed to judicial system.

With due permissions of Hon’ble High Court, she had attended a number of Seminars and Conferences on the subject of Gender Justice and Protection of Children as Chief Guest and Special Guest.

She is always busy in her literary work by putting efforts to share her views on the contemporary subjects of the national importance.

In post-retirement era, she has a mission to contribute the Judicial & Legal Field by providing her Bouquet of knowledge to the aspirants who wants to enter into this field and related fields for pursuing Judicial excellence in them.

She has a vision to insert excellence in the persons who would have their aim and target to enter into judicial/legal field by enhancing their potentiality and capabilities and aptitude to suit this field in excellent manner. She has taken oath to serve the judicial system until her last breath.

Raj Kapoor

Mr. Raj Kapoor, has served the judicial system as a Judge asaMember of Delhi Higher Judicial Services & Delhi Judicial Services, for about 25 years since, 1992.

Born in Punjab on 10th July, 1959, initially, having completed his services in Delhi Administration on Administrative, Ministerial, Budgetary, Revenue & Cooperative Sector, for about 12 years, he was elevated to the chair of a Judge in District Court to work in the judicial arena, on his appointment on 2nd of November, 1992, as a member of Delhi Judicial Services and on completion of about 15 years of his service, in 2008, he was promoted to Delhi Higher Judicial Services, and on such post, he was looking after the cases of civil as well as criminal nature, besides working on administrative side in all the areas of legal field on which he has contributed the judicial system at that level, for about 10 years.

During this period, his legal pursuits were embedded with his academic and literary advancement when he has contributed the system with his papers on Human Rights, Health and Environment.

Besides, contributing the judicial administration for a long period having the vast experience as a Judge on both the levels of almost all the Districts in Delhi, he had contributed in the field of Human Rights through his literary work and had written various articles on Human Rights and has lucidly explored the scope of Human Rights in the era of Judicial and Political Activism in India.

His articles have been acknowledged throughout India by eminent personalities, including Professors Emeritus, Scholars of specific field of environment, the Professors of humanities and the experts of the fields of legal, judicial and administrative.

These were so widely acknowledged and published in the form of articles and such articles have been inserted in his book titled “Human Rights Paradigm and Citizen Charter”

(The book was an insight into the Judicial and Political Activism in India).

His knowledge was enriched through advanced orientation courses on Principles of Judicial Ethics, in the presence of the large gathering of participants, who were legal luminaries and eminent Scholars & Celebrities, including the Hon’ble Judges of the High Court of Delhi. The participants were from different parts of India & from abroad, the course was conducted and headed by an eminent institute of Canada.

On having proved his acumen and knowledge in the judicial field, now he is serving as a legal professional in the area of Writ Jurisdiction, petitions before Tribunals & revenue Forums, apart from his legal consultancy on land/property matters.
